Conscient Delhi Project overview

Conscient  Delhi Project overview

Six towers, roughly 900 residences, a clubhouse of about 1,70,000 sq ft and a 15-acre public park next door. Here is what is actually planned on the old Birla Mills land, and who is building it.

North Delhi is not where you expect to find a development of this size. The old city grew in fragments, plot by plot, and consolidated land here is rare enough that most large residential launches in the National Capital Region have happened in Gurugram, Noida or Dwarka instead. Kamla Nagar changes that arithmetic. A single 10 -acre parcel, held for decades by one industrial family, has come to the market intact.

Conscient Hines Elevate Kamla Nagar is what is being planned on it. The name carries both partners: Conscient Infrastructure on the Indian side, and Hines, the Houston-headquartered global real estate investment manager, as co-developer. This piece walks through the land, the built programme, the amenity plan and the credentials of the people behind it.

The land: a century of Birla Mills, then nothing

The site was the Birla Cotton Spinning and Weaving Mills. For most of the twentieth century it was a working textile plant, and it shaped the neighbourhood around it — the housing, the markets, the movement of people to and from the gates every morning. When the mills wound down, the land sat largely undisturbed. That is unusual. In a city where every square metre of central land has been subdivided and resubdivided, a contiguous 10.5-acre holding in the middle of an established residential district is close to unrepeatable.

What that acreage buys, practically, is space between buildings. conscient hines elevate kamla nagar has Six towers on 10.5 acres is a comparatively low tower-to-land ratio for Delhi. It leaves room for landscaped ground, for setbacks that let daylight reach lower floors, and for a clubhouse footprint that does not have to be squeezed into a podium.

Six towers, about 900 residences in conscient hines elevate kamla nagar

The residential programme is six towers holding roughly 900 homes. Each tower is planned to rise to approximately 52 floors, which puts the project among the taller residential structures in the capital and gives upper floors an uninterrupted line of sight across North Delhi — the Ridge to one side, the older city to the other.

Vertical scale is doing real work here beyond the view. Concentrating the built mass into slender towers rather than spreading it across the site is what frees up ground area for open landscape. It is the same logic that governs high-density development in Singapore or Hong Kong, applied to a Delhi context where the default has historically been mid-rise sprawl.

A 1,70,000 sq ft clubhouse and 100+ amenities

The clubhouse is the single most striking number in the plan. At approximately 1,70,000 sq ft it is larger than many standalone commercial buildings, and it is being programmed as a set of connected environments rather than one hall with a gym attached.

The amenity count runs past 100 distinct facilities in conscient hines elevate kamla nagar . Broadly, they fall into a few families:

    •  •       Water — swimming provision including lap, leisure and children’s water, with associated deck and changing infrastructure.
    • •       Wellness — spa and therapy rooms, steam and sauna, and quiet spaces for yoga and meditation.
    • •       Social and entertainment — banquet and party space, a screening room, games and recreation lounges, and dining or café provision.
    • •       Work — co-working desks, meeting rooms and quiet study areas, reflecting how much of professional life now happens from home.
    • •       Family — crèche and children’s activity rooms, indoor play, and dedicated senior-citizen seating and activity zones.
    • •       Landscape — walking and jogging loops, sit-outs, lawns and planted courts woven through the open ground.

Amenity counts are easy to inflate across the industry, so the more meaningful figure is the square footage backing them. A hundred facilities compressed into 40,000 sq ft would be a list. A hundred facilities across 1,70,000 sq ft is a programme with room for each function to be usable at the same time.

The park next door: 15 acres, and a wider green setting

Immediately adjoining the site is a 15-acre DDA park, which the developer will maintain. That last clause matters more than the acreage. Public parks in Delhi vary enormously in upkeep, and a maintenance commitment from the developer is the difference between a green boundary and a green amenity.

Step back further and the setting broadens considerably. Read together with the site’s own landscaped ground, the adjoining park and the mature green cover of the surrounding North Delhi belt, residents look out over an expanse of green measured in the region of 50 acres. In a city that ranks poorly on per-capita open space, an outlook of that scale from an upper floor is not a small thing.

A maintenance commitment on the adjoining park is the difference between a green boundary and a green amenity.

Who is building it

Hines

Hines was founded in Houston in 1957 by Gerald D. Hines and remains privately held. The firm’s own published figures put it at 4,600 employees across 30 countries, with roughly $91.7 billion of assets owned and operated. Over its 69-year history it states that it has developed, redeveloped or acquired 2,068 properties totalling more than 732 million square feet, with 151 developments currently underway worldwide.

The buildings behind those numbers include Salesforce Tower in San Francisco, the JPMorgan Chase Tower in Houston and 300 North LaSalle in Chicago. Hines built its early reputation on commissioning serious architecture for speculative office buildings at a time when the industry did not, and that habit carried into everything since.

Its largest master-planned undertaking is First Colony in Sugar Land, Texas — a 9,700-acre community begun in 1976 and completed in 1997, now home to more than 60,000 people, with nearly 14,000 houses, a regional mall, several million square feet of retail and office, schools, hospitals and municipal services. It is a useful reference point, because a firm that has planned an entire township understands the second-order problems: how service traffic moves, where waste goes, how a clubhouse behaves on a Sunday evening rather than in a render.

Hines has been active in India for over a decade and has an existing relationship with Conscient through earlier work in Gurugram.

Conscient

Conscient Infrastructure is the lead developer, with a delivery record across residential and commercial projects in the National Capital Region. The partnership follows a pattern common to large Indian developments: a domestic developer bringing land assembly, approvals expertise and local execution capacity, paired with an international partner contributing design standards, institutional capital discipline and process.

The land partner is Texmaco Infrastructure & Holdings, part of the Adventz Group, which held the Birla Mills site. HDFC Capital is an investment partner.

Location and connectivity

Kamla Nagar is an established North Delhi neighbourhood, not a growth corridor waiting on infrastructure. The context is already built:

  • •       Kamla Nagar market is walking distance — one of Delhi’s oldest retail high streets, with decades of food, shopping and street life behind it.
    • •       Delhi University North Campus is close by, along with St. Stephen’s, Hindu College, Kirori Mal and Ramjas, and the institutional greenery that comes with them.
    • •       Healthcare is well covered by Hindu Rao Hospital, St. Stephen’s Hospital and the wider Civil Lines medical cluster.
    • •       Civil Lines and the Ridge sit immediately south and west, keeping the surrounding built form low and green.
    • •       Road access runs through the Ring Road and Mall Road, connecting to Central Delhi, Connaught Place and the airport corridor.

On the metro, the significant development is Phase 4. The planned elevate kamla nagar metro station  on the Magenta Line extension (Janakpuri West to RK Ashram Marg) is close to the site. Once operational, it links Kamla Nagar into the Magenta corridor and, through interchange, into the wider network across the capital.

The commercial precinct

Alongside the residential towers, the masterplan includes a commercial and retail precinct of roughly 3,00,000 sq ft, planned as a low-rise format with rooftop café and dining space rather than an enclosed mall. The intent is a street the neighbourhood can use, not a sealed box that turns its back on the road — which fits Kamla Nagar, where the retail culture has always been open-air and pedestrian.

Regulatory status

The RERA application for the project is currently in process with the Delhi Real Estate Regulatory Authority rera for this project would be expected to come by october

This is a legal requirement under Section 3(1) of the Real Estate (Regulation and Development) Act, 2016, and it is worth flagging for a practical reason: if you encounter listings elsewhere quoting hard prices, per-square-foot rates or launch dates for this project, those figures are not official, are not sourced from the developer, and should not be relied on. Once registration is granted, the full set of regulated details will be published here with the registration number displayed.

The short version

conscient hines elevate kamla nagar has Ten and a half acres of consolidated land in the middle of North Delhi. Six towers, around 900 homes, roughly 1,70,000 sq ft of clubhouse, more than a hundred amenities, a maintained 16-acre park adjoining, and a metro station coming within walking reach. Behind it, a domestic developer with NCR delivery experience and a global firm with 732 million square feet and a 9,700-acre township on its record.

The parcel is the part that cannot be replicated. Everything else is a matter of execution.
